The degree of sway is effected by different factors. The profile
and weight of the object mounted on the pole, wind, usage, degree of pole
extension, and if the pole is guyed or not. If you do not extend the pole completely the pole would have less flex. While
we have sold and they are used for antennas, cameras,
etc., we cannot guarantee the pole will be satisfactory in every case.
Generally speaking if sway is a factor, we highly recommend guying the
pole,
fixing it to a support or supporting the sections in some other manner.
We do
not supply guying materials but they have been purchased at stores like
Radio Shack. It is best to have some assistance in raising and lowering
the pole although one person can handle it. The first section is
raised by placing the pole on the ground, and than the remainder of the
sections can be extended with it in the upright position. Be absolutely
sure that you do not raise or lower the pole in the fall line of any person, or property. While fiberglass is a non-conductive material, moisture on the pole may cause conductivity. Be sure to avoid any electrical sources when working with the pole.

Your Flag Pole specifications do not mention the circumference or diameter of each size pole -- are they all 2" and therefore fit the 2" ground tube ?
